SECTION 1 -
Defining the activity subject to Section 1(1) of the Rural Needs Act (NI) 2016

Causeway Coast and Glens Policing & Community Safety Partnership

 

1B. Please provide a short title which describes the activity being undertaken by the Public Authority that is subject to Section 1(1) of the Rural Needs Act (NI) 2016.

The role of PCSPs is to help make communities safer and to ensure that the voices of local people are heard on policing and community safety issues. This project is one of a cohort under the heading of the PCSPs Disability Programme aimed to empower communities to help develop solutions to tackle crime, fear of crime and anti-social behaviour.

To make our community safer by focusing on the policing and community safety issues that matter most across the council area by:

  • Identifying issues of concern in relation to policing and community safety, and to improve co-operation with the police. 
  • Identify and Prioritise particular issues of concern and prepare plans for how these can be tackled. 
  • Deliver against the Partnership Plan.

Understanding the impact of the Policy, Strategy, Plan or Public Service

 

2A. Is the Policy, Strategy, Plan or Public Service likely to impact on people in rural areas?

Yes          

 

2B. Please explain how the Policy, Strategy, Plan or Public Service is likely to impact on people in rural areas.

The project and subsequent actions will impact on individuals from both rural and urban areas who live and visit the causeway areas. There will be specific actions to support individuals with regards to fear of crime, which following the consultation may indicate variations relating to rural and urban areas which are currently undetermined at this point.

 

2C. If the Policy, Strategy, Plan or Public Service is likely to impact on people in rural areas differently from people in urban areas, please explain how it is likely to impact on people in rural areas differently.

A planned consultation process may indicate variations relating to rural and urban areas which are currently undetermined at this point.  Following the consultation there will be specific actions drawn up to support individuals with regards to fear of crime while the process may differ to account for different circumstances it is hoped that the overall impact will be the same ie to identify and reduce the fear of crime for individual’s with a disability and their carers / supporters.

SECTION 3 -
Identifying the Social and Economic Needs of Persons in Rural Areas

 

3A. Has the Public Authority taken steps to identify the social and economic needs of people in rural areas that are relevant to the Policy, Strategy, Plan or Public Service?

Yes             If the response is NO GO TO Section 3E.

 

3B. Please indicate which of the following methods or information sources were used by the Public Authority to identify the social and economic needs of people in rural areas.

3C. Please provide details of the methods and information sources used to identify the social and economic needs of people in rural areas including relevant dates, names of organisations, titles of publications, website references, details of surveys or consultations undertaken etc.

The social needs of people in rural areas have been identified using published statistics from the Northern Ireland Census, rural crime figures and consultation with representative groups via both virtual and face-to-face meetings.  The consultation process with rural and urban individuals will support the collection of first-hand experiences and suggestions from individuals to address these needs.  The project will be launched in a rural area to encourage rural dwellers to identify closely with the project.
 
In addition the needs identified in the PCSP Strategy were taken into account. 

 

 

3D. Please provide details of the social and economic needs of people in rural areas which have been identified by the Public Authority?

Socially individuals from rural areas tend to be more spread out with regards to housing and have to travel longer distances to work, socialize with friends/work colleagues and to shop in larger supermarkets.  Crime can have a devastating impact on rural dwellers who may be more isolated from neighbours.  This project aims to understand the fears of rural dwellers and set in place actions to support and reduce this impact.

The on-line survey and ability for people to complete it using various methods and formats supports increased inclusion and individuals can be heard without an economic impact.

SECTION 4 -
Considering the Social and Economic Needs of Persons in Rural Areas

 

4A. Please provide details of the issues considered in relation to the social and economic needs of people in rural areas.

Research by the Economic Development section for its strategy; highlighted that socially individuals in rural areas my feel more isolated, therefore supporting individuals to speak out about their fears and have them addressed may not only reduce this fear but in turn isolation.

In addition individuals who live in rural areas often have to travel long distances to work, so they must be able to do this without fear of crime when using public transport or when out and about in urban shopping areas.

5A. Has the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, been influenced by the rural needs identified?

Yes        If the response is NO GO TO Section 5C.

 

5B. Please explain how the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, has been influenced by the rural needs identified.

Many of the themes raised within the various meetings to date and research have been included in the project ie the need to support rural and urban dwellers, the need to promote and ensure accessibility in rural areas and the need to advertise in alternative formats or languages.

5C. Please explain why the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or the delivery of the Public Service, has NOT been influenced by the rural needs identified.
