This policy may adversely affect some individuals.  However the level of impact is currently unclear.  Council buildings are a place of local political democracy and therefore political emblems may be more accepted by the community it serves in these areas.  Indeed in some of the areas detailed the Union flag currently flies 365 days per year without complaint. However the absence of complaints may only present part of the picture as for those who are from a community background which does not feel represented by the Union flag this may cause a negative impact which could range from a ‘chill factor’ to a deterrent as cited in the call-in.
