SECTION 1 -
Defining the activity subject to Section 1(1) of the Rural Needs Act (NI) 2016

Licensing documentation associated with the auction for various concessionary trading sites.

To facilitate an administration process for concessionary trading locations within the Borough of Causeway Coast and Glens which includes the application for, licence agreement, terms and conditions and code of conduct.

The application and associated documentation have set standard terms, which will ensure equal treatment regardless of rural or urban influences, however the format or delivery, i.e., online, postal etc, can be adapted to meet individual needs upon request.

 

 

SECTION 3 -
Identifying the Social and Economic Needs of Persons in Rural Areas

 

3A. Has the Public Authority taken steps to identify the social and economic needs of people in rural areas that are relevant to the Policy, Strategy, Plan or Public Service?

Yes           If the response is NO GO TO Section 3E.

 

3B. Please indicate which of the following methods or information sources were used by the Public Authority to identify the social and economic needs of people in rural areas.

3C. Please provide details of the methods and information sources used to identify the social and economic needs of people in rural areas including relevant dates, names of organisations, titles of publications, website references, details of surveys or consultations undertaken etc.

Councils’ economic development strategy in 2020 undertook significant research to identify the needs of individuals in rural areas, this information has been used to identify key social and economic needs.

Economic development again undertook research specifically targeting businesses in rural areas between November 2019 and September 2020 which detailed lack of opportunities for business starts in rural areas. Councils digital strategy in 2021 Introduced programmes to support connectivity for individuals in rural areas.

Key rural issues document by the Department of Agriculture, Environment and Rural Affairs 2022. The Northern Ireland Census 2021. The latest statistics from NISRA related to urban and rural areas.

 

 

3D. Please provide details of the social and economic needs of people in rural areas which have been identified by the Public Authority?

  • Lack of business start-up opportunities.
  • Need for job creation.
  • Lack of social inclusion.
  • Better public transport provision.
  • Bringing services to rural communities.
  • Increased economic cost for rural dwellers.

People in rural areas can avail of the same methods of receiving and submitting the associated documentation.

Influencing the Policy, Strategy, Plan or Public Service

 

5A. Has the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, been influenced by the rural needs identified?

Yes      If the response is NO GO TO Section 5C.

 

5B. Please explain how the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, has been influenced by the rural needs identified.

In order to support people in rural areas the process included the following adjustments:

 

Option for postal or email submission or receipt of documentation.
Option for face to face or online meeting.
Cash payment subject to money laundering regulations, Bacs transfer or cheque.

 

 

5C. Please explain why the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or the delivery of the Public Service, has NOT been influenced by the rural needs identified.
