SECTION 1 -
Defining the activity subject to Section 1(1) of the Rural Needs Act (NI) 2016

Causeway Coast and Glens Borough Council


 

1B. Please provide a short title which describes the activity being undertaken by the Public Authority that is subject to Section 1(1) of the Rural Needs Act (NI) 2016.

The draft Public Memorials Policy Framework is designed to provide an overview of the Council’s principles and conditions with regard to memorials, together with a framework and set of criteria to be applied in the assessment of all applications made to Council.

Public Memorials Policy Framework for CCGC

The draft Public Memorials Policy Framework is designed to: 

  • provide an overview of the Council’s principles and conditions with regard to memorials, together with a framework and set of criteria to be applied in the assessment of all applications made to Council.
  • support and facilitate consistent, fair, transparent and ethical approaches to decision-making that has the confidence of the Elected Members, Council staff and the wider constituency of the Causeway Coast and Glens Borough Council.
  • taking into account the responsibilities of Council and of those making the request.

SECTION 2 -
Understanding the impact of the Policy, Strategy, Plan or Public Service

 

2A. Is the Policy, Strategy, Plan or Public Service likely to impact on people in rural areas?

No                   If the response is NO GO TO Section 2E.

 

2B. Please explain how the Policy, Strategy, Plan or Public Service is likely to impact on people in rural areas.

The draft Public Memorials Policy Framework is available to the public for consultation. The consultation documents include background information on the policy, data that may influence this policy; an assessment of potential impacts on equality groups; a rural needs assessment and consideration of any measures that may mitigate any potential negative impacts. 
The proposed outcome of the associated draft EQIA and this rural needs assessment contends that is not likely to impact on people in the rural areas differently from people in the urban areas. However, we present these documents to a range of consultees for consideration and welcome views on this matter. 

 

2C. If the Policy, Strategy, Plan or Public Service is likely to impact on people in rural areas differently from people in urban areas, please explain how it is likely to impact on people in rural areas differently.

The draft Public Memorial Policy Framework, the draft EQIA and the draft rural needs assessment is presented to the public for consultation. The consultation documents include background information on policies and data that may influence the Memorials Policy Framework; an assessment of potential impacts on equality groups; a rural needs assessment and consideration of any measures that may mitigate any potential negative impacts. 

At this stage of the development of the Policy Framework we consider the policy is not likely to impact on people in rural areas differently from people in urban areas.

Identifying the Social and Economic Needs of Persons in Rural Areas

 

3A. Has the Public Authority taken steps to identify the social and economic needs of people in rural areas that are relevant to the Policy, Strategy, Plan or Public Service?

No          If the response is NO GO TO Section 3E.

 

3B. Please indicate which of the following methods or information sources were used by the Public Authority to identify the social and economic needs of people in rural areas.

The consultation documents include background information on policies and data that may influence the Memorials Policy Framework; an assessment of potential impacts on equality groups; a rural needs assessment and consideration of any measures that may mitigate any potential negative impacts. 
At this stage of the development of the Policy Framework we consider the policy is not likely to impact on people in rural areas differently from people in urban areas. 

 

 

SECTION 4 -
Considering the Social and Economic Needs of Persons in Rural Areas

 

4A. Please provide details of the issues considered in relation to the social and economic needs of people in rural areas.

The draft Public Memorial Policy Framework will be applied equally across the council area, to both urban and rural areas and the benefits are intended to apply equally.
We do not consider that the social and economic needs of the people in rural areas will be negatively affected by this policy framework.

 

 

SECTION 5 -
Influencing the Policy, Strategy, Plan or Public Service

 

5A. Has the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, been influenced by the rural needs identified?

No      If the response is NO GO TO Section 5C.

 

5B. Please explain how the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, has been influenced by the rural needs identified.

5C. Please explain why the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or the delivery of the Public Service, has NOT been influenced by the rural needs identified.

The draft Public Memorial Policy Framework will be applied equally across the council area, to both urban and rural areas and the benefits are intended to apply equally. 

 This draft rural needs assessment will be consulted on with all relevant stakeholders. There will be an opportunity for consultees to provide their opinion on the impact of the Memorials Policy Framework on rural dwellers within the council area. This draft rural needs assessment will be updated following the end of the consultation period.
