Design of a Stained Glass Window to commemorate NI 100

The aim of the project is to design and install a window in Coleraine Town Hall to commemorate the centenary of Northern Ireland. The window depicts a number of events, scenes, activities, organisations of historic significance. The window project is part of a wider programme of work to commemorate NI 100.

The NI 100 Stained Glass Window is designed to represent the centenary of Northern Ireland from a Borough Wide perspective. It is important that residents in rural areas have an opportunity to provide feedback on the content of the window. They may have a view regarding what is and what is not represented within the contained images particular to their area or with regard to the wider Borough perspective.

 

2C. If the Policy, Strategy, Plan or Public Service is likely to impact on people in rural areas differently from people in urban areas, please explain how it is likely to impact on people in rural areas differently.


Residents in rural areas may not have connectivity in terms of the internet (Broad band and mobile communications) and therefore this must be considered as part of the Equality Impact consultation process
Using the default position of population (approx. 52%) living in settlements of less than 5,000, a large proportion of the borough of Causeway Coast and Glens is classified as rural. (Towns with a population of 5,000 and over being Coleraine, Ballymoney, Limavady, Ballycastle, Portstewart, Portrush).

Identifying the Social and Economic Needs of Persons in Rural Areas

 

3A. Has the Public Authority taken steps to identify the social and economic needs of people in rural areas that are relevant to the Policy, Strategy, Plan or Public Service?

3C. Please provide details of the methods and information sources used to identify the social and economic needs of people in rural areas including relevant dates, names of organisations, titles of publications, website references, details of surveys or consultations undertaken etc.


The social and economic needs of people in rural areas have been identified using published statistics from the Northern Ireland Census and the most recent Life and Times Survey.  The needs identified in Council strategies such as the economic and community development strategies were also considered.   Councils NI100 cross party working group made up of Political representatives for both rural and urban citizens was set up to design the stained-glass window. 

Impacts will be further supported through consultation with staff representative groups, the local equality forum and consultation with local representatives. 

In addition, the final commemoration window will be developed in light of research, good practice guidelines and information from:
•   Other Councils policy and processes.
•   Good Relations Strategy.
•   The “Together building a United Community” Strategy May 2013
•   Consultation with individuals from both rural and urban areas who are colleagues, visitors or customers to the Council buildings.

 

 

3D. Please provide details of the social and economic needs of people in rural areas which have been identified by the Public Authority?

 The town hall provides a social function and changes to rural demographics and the impact of the Commemoration window must be determined through consultation.

It is therefore important that the viewpoints of individuals living in both rural and urban areas are considered as part of the overall consultation process.

SECTION 4 -
Considering the Social and Economic Needs of Persons in Rural Areas

 

4A. Please provide details of the issues considered in relation to the social and economic needs of people in rural areas.

Research by the Economic Development section for its strategy; highlighted that socially individuals in rural areas may feel more isolated, therefore individuals may socialize with work colleagues in central locations.  

This may be of relevance to the additional social function provided by Coleraine town hall and the possibility of a ‘chill factor’ for rural individuals based on their beliefs.  

The impact of the proposed commemoration window is presently undetermined via direct consultation.  However, the viewpoints of individuals living in both rural and urban areas will be considered as part of the overall consultation process.

Influencing the Policy, Strategy, Plan or Public Service

 

5A. Has the development, adoption, implementation or revising of the Policy, Strategy or Plan, or the design or delivery of the Public Service, been influenced by the rural needs identified?

Local elected representatives have liaised with local constituents to establish needs and interests of both urban and rural communities alike.

The commemoration windows impact on individuals will be further considered via a consultation process.  

In addition, the final design will be considered in light of research, good practice guidelines and information from:
•  Other Councils policy and processes.
•  Good Relations Strategy.
•  The “Together building a United Community” Strategy May 2013
•  Consultation with individuals from both rural and urban areas who are colleagues, visitors or customers to the Council buildings.
